After work this morning I popped into A Well-Known Outdoors Retailer for Christmas gift ideas and to use their toilet.
Please note the placement of the toilet paper dispenser here (it was the same in all but one of the cubicles).
If challenged, I'm sure the lads would say they couldn't affix them to the partitions due to technical difficulties. But I think we all know the real reason.
I'm guessing ( - hoping) complaints are the reason for the additional, free-range toilet rolls.
Not quite as egregious as this one I saw in a ladies in Derbyshire, but not far off:
